Windows XP is 12 years ago or else slightly longer. It is time to move on with better user experience and move to VB.NET and you are still using VB6.
Every Windows comes with .NET Framework. You can write C# or VB code in notepad and compile them if you want. Somehow rather the Visual Studio Express is free for you to start and develop some small scale application http://www.visualstudio.com/en-us/products/visual-studio-express-vs.aspx.
