This blog article shows you how to recover from MS SQL Server Service that is stuck in the starting state. When you open windows Services and check, your SQL Server Service gets stuck in the starting state.
Double the SQL Server Service to find out the Service Name.
Also: Execute MySQL query using Command Prompt
Find out the PID of the service by using the command prompt and type in:
sc queryex MSSQLSERVER
Kill the PID, from the same command prompt type in, say the PID is 1348:
taskkill /f /pid 1348
You can start the MSSQLSERVER again in the Windows Service.
